ঘটনাপুঞ্জ

শ্রম ও কর্মসংস্থান মন্ত্রণালয়াধীন কলকারখানা ও প্রতিষ্ঠান পরিদর্শন অধিদপ্তর বাংলাদেশ শ্রম আইন, ২০০৬, এর বিধান অনুযায়ী  শ্রমিকদের কল্যাণ, পেশাগত স্বাস্থ্য ও কর্মক্ষেত্রে নিরাপত্তামূলক ব্যবস্থাসমূহ বাস্তবায়নসহ শ্রম ক্ষেত্রে শৃঙ্খলা সমুন্নত রেখে মালিক, শ্রমিক, সরকার ও বিভিন্ন আন্তর্জাতিক সংস্থার সাথে সমন্বয়ের কাজ করে যাচ্ছে। ১৯৬৯ সনে তৎকালীন পাকিস্তান সরকারের  শ্রম নীতির আলোকে ও এয়ার ভাইস মার্শাল নূর খানের রিপোর্টের ভিত্তিতে শ্রম দপ্তরকে- (১) শ্রম পরিদপ্তর (২) কলকারখানা ও প্রতিষ্ঠান পরিদর্শন পরিদপ্তর এবং (৩) ট্রেড ইউনিয়ন রেজিষ্ট্রেশন পরিদপ্তর-এ তিনভাগে ভাগ করা হয়। ১৯৬৯ সনের  শ্রম নীতি এবং শ্রম পরিদর্শন সম্পর্কিত ৮১ নং আই.এল. ও কনভেনশন অনুযায়ী ১৯৭০ সনে কারখানা ও প্রতিষ্ঠান পরিদর্শন পরিদপ্তর নামে একটি স্বতন্ত্র পরিদপ্তর সৃষ্টি হয়। গৌরবময় মুক্তিযুদ্ধের মাধ্যমে ১৯৭১ সনে বিশ্ব মানচিত্রে স্বাধীন ও সার্বভৌম দেশ হিসাবে অভ্যুদয় ঘটে আমাদের প্রিয় মাতৃভূমি বাংলাদেশের। স্বাধীনতা লাভের ৪৯ বছরে এ দীর্ঘপথ পরিক্রমায় বাংলাদেশে গড়ে উঠেছে অসংখ্য কলকারখানা, দোকান ও বাণিজ্যিক প্রতিষ্ঠান। জাতীয় অর্থনীতিতে শিল্প ও বাণিজ্য সেক্টরের ভূমিকা প্রতিদিনই বাড়ছে। এসব সেক্টরে কাজ করছে লক্ষ লক্ষ শ্রমিক-কর্মচারী। কলকারখানা ও প্রতিষ্ঠান পরিদর্শন অধিদপ্তর ক্রমবর্ধমান বিপুল সংখ্যক  শ্রমজীবি মানুষের আইনগত অধিকার, নিরাপদ ও স্বাস্থ্য সম্মত কর্মপরিবেশ নিশ্চিত করার দায়িত্ব পালন করে আসছে।

এ বিপুল সংখ্যক কারখানা ও বাণিজ্যিক প্রতিষ্ঠানে কলকারখানা ও প্রতিষ্ঠান পরিদর্শন অধিদপ্তর শ্রম আইন প্রয়োগের দায়িত্ব পালন করে যাচ্ছিল। বিশেষতঃ গার্মেন্টস কারখানায় কমপ্লায়ান্স নিশ্চিত করার ক্ষেত্রে এ অধিদপ্তর গুরুত্বপূর্ণ ভূমিকা পালন করছিল। জনবল ও অবকাঠামো ছিল সারা দেশের কারখানা এবং দোকান ও বাণিজ্যিক প্রতিষ্ঠানের তুলনায় নিতান্তই অপ্রতুল। এমন বাস্তবতায় শ্রম ও কর্মসংস্থান মন্ত্রণালয় কর্তৃক ১৫ জানুয়ারি, ২০১৪ খ্রিঃ তারিখে কলকারখানা ও প্রতিষ্ঠান পরিদর্শন পরিদপ্তরকে অধিদপ্তরে উন্নীত করে জনবল বৃদ্ধির কার্যক্রম গ্রহণ করা হয়। গৃহীত কার্যক্রমের ধারাবাহিকতায় ০১টি প্রধান কার্যালয়, ০৪টি বিভাগীয় কার্যালয়, ০৪টি আঞ্চলিক কার্যালয় এবং ২৩টি শাখা কার্যালয় সহ মোট ৩২টি কার্যালয়ে ৩১৪ জন জনবলের স্থলে ০১টি প্রধান কার্যালয় ও ২৩টি জেলা কার্যালয়ের জন্য বিভিন্ন ক্যাটাগরীর ৬৭৯টি পদ রাজস্বখাতে সৃজন পূর্বক মোট ৯৯৩ জনবলের সমন্বয়ে সকল আনুষ্ঠানিকতা পালন পূর্বক অধিদপ্তরে উন্নীত করা হয়।

২০২১ এবং ২০২২ সালে কলকারখানা ও প্রতিষ্ঠান পরিদর্শন অধিদপ্তরের নতুন সাংগঠনিক কাঠামো যথাযথভাবে অনুমোদিত হয়ে বর্তমানে ০১টি প্রধান কার্যালয় ও ৩১টি জেলা কার্যালয়ে বিভিন্ন ক্যাটাগরীর মোট ১১৫৬ জন অনুমোদিত জনবল রয়েছে।


(The Department of Inspection for Factories and Establishments (DIFE) is a department under the Ministry of Labour and Employment. This department is responsible for ensuring welfare, safety and health of valuable human resources working in various sectors contributing national development. By enforcing labour laws of the country, the department has been leading the nation in creating a safe and healthy work culture and improving the quality of wage earner. The DIFE is  no  longer  considered  a  mere  labour law enforcement  agency, it provides  information  and  advice  to  employers  and  workers  concerning  the  most  effective  means  of  complying  with  the  legal  provisions. The DIFE Collaborates with various government and private organizations, agencies along with international organizations specially ILO to facilitate policy, planning, measures and directions adopted to enhance occupational safety and health for all workers by appropriate working conditions and environment.

In 1969, on the basis of the Pakistan Government along with the report made by Air Vice Marshal Nur Khan, labour department was divided into three parts: (1) Labour Department (2) Department of Inspection for Factories and Establishments and (3) Department of Trade union Registration. In the following year in 1970, The Department of inspection for Factories and Establishments was created as a separate department in pursuance of ILO Labour Inspection Convention No. 81 and labour policy of 1969. Bangladesh emerges as an independent and sovereign country in the world map through a glorious liberation war in 1971. Over the long span of 49 years of independence, a huge number of factories, shops and commercial establishments has flourished in the country. The importance of industry and trade is increasing day by day. Millions of workers are working in these sectors. The Department of inspection for Factories and Establishments has been carrying out the responsibilities by ensuring legal rights, safe and hygienic work place for the huge number of working people. 

A report of Bangladesh Bureau of Statistics,2001 states that the number of manufacturing units in Bangladesh at that time was 2,42,818 and the number of shops, hotels, construction companies and commercial health service centres was 20,15,117. It is very reasonably assumed that the number of workplace has increased manifold over these years than the statistics published in thirteen years ago. 

The Department of inspection for Factories and Establishments was discharging its responsibilities by enforcing the law set out in the Bangladesh Labour Act 2006 in such huge number of factories and commercial establishments. The department has been playing a crucial role in ensuring compliance specially in garments factory. But the manpower, infra-structure and logistic support of DIFE was very meager compared to the total number of factories, shops and commercial establishments. 

In such a context, following the directions of the Honorable Prime Minister, the Ministry of Labour and Employment took a move for upgrading the Directorate to The Department of Inspection for Factories and Establishments along with increasing its manpower. On 15.01.2014, the Ministry of Labour and Employment, after completing all formalities, issued the government order of upgrading the. The Department of inspection for Factories and Establishments from a directorate into a department having a headquarter and 23 district offices with 993 manpower of which 679 new posts created in revenue budget.

The revised organogram of DIFE has been duly approved in 2021 and 2022. Now the department has a headquarter and 31 district offices with an approved manpower of 1156 people.)
